ABSTRACT

La declaración de las relaciones financieras y personales de los investigadores con las compañías farmacéuticas es percibida como un paso esencial en la gestión de los potenciales conflictos de interés. El objetivo del estudio fue evaluar las declaraciones de conflictos de interés en cuatro revistas biomédicas españolas publicadas en castellano: Atención Primaria, Medicina Clínica, Revista Clínica Española y Revista Española de Cardiología. Se analizaron las publicaciones de 2012 calificadas por las revistas como "Editorial", "Artículo original", "Documento de consenso", "Revisión" y "Artículo especial". De 412 artículos, 315 (76%) presentaron declaración de conflictos de interés. Por revista, el 73% de los artículos de Atención Primaria, el 68% de Medicina Clínica, el 60% de Revista Clínica Española y el 100% de Revista Española de Cardiología tenía declaración de conflictos de interés. Solo el 12% de las declaraciones describía alguna actividad susceptible de generar conflicto de interés, mientras que el resto afirmaba no tener. Además de una variabilidad considerable en la frecuencia de declaración de conflictos de interés, la presencia de actividades declaradas es baja. Parece necesario mejorar la uniformidad y transparencia de las políticas de declaración de conflictos de interés.


Disclosure of financial relationships between researchers and pharmaceutical companies is seen as an essential step in the management of potential conflicts of interest. The objective of the study was to evaluate the frequency of conflicts of interest disclosure in four Spanish biomedical journals: Atención Primaria, Medicina Clínica, Revista Clínica Española and Revista Española de Cardiología. Publications qualified as "Editorial", "Original Article", "Consensus Document", "Review" and "Special article" in 2012 were analyzed. Of 412 articles, 315 (76%) had a conflict of interest statement. By journal, 73% of the articles in Atención Primaria, 68% in Medicina Clínica, 60% in Revista Clínica Española and 100% in Revista Española de Cardiología had disclosure of conflicts of interest. Only 12% of disclosures reported activities, while the rest maintains "No conflict of interest". In addition to a considerable variability in the frequency of conflicts of interest disclosure, the presence of activities disclosed is low. It would be necessary to improve the consistency and transparency of the policy declaration of conflicts of interest.


A declaração das relações financeiras e pessoais de pesquisadores com empresas farmacêuticas é vista como um passo essencial na gestão dos potenciais conflitos de interesse. O objetivo do estudo foi avaliar as declarações de conflitos de interesses em quatro revistas biomédicas espanholas publicadas em castelhano: Atención Primaria, Medicina Clínica, Revista Clínica Española e Revista Española de Cardiología. Foram analisadas as publicações de 2012 classidicadas pelas revistas enquanto: "Editor", "Artigo Original", "Documento de consenso", "Revisão" e "Artigo especial". Apenas 12% das declrações descrevia qualquer atividade suscetível a gerar conflito de interesses, enquanto o resto alegou não ter. Ademais de uma considerável variabilidade na frequência de declaração de conflitos de interesses, a presença de atividades declaradas é baixa. Parece necessário melhorar a uniformidade e a transparência das políticas de declaração de conflito de interesses.

ABSTRACT

El III Encuentro Nacional de Publicación Científica en Ciencias de la Salud se desarrolló del 29 al 31 de marzo del año en curso, auspiciado por el Centro Nacional de Información de Ciencias Médicas y la Universidad de Ciencias Médicas de Santiago de Cuba y tuvo como tema central la Política Editorial en revistas biomédicas. Con la participación de directores y editores de una amplia representación de las revistas biomédicas nacionales, y dos invitados internacionales cuyas conferencias resultaron enriquecedoras, el taller marcó las pautas del trabajo editorial en lo adelante, en cuanto a los objetivos comunes a alcanzar para garantizar la calidad y visibilidad de las mismas en nuevas bases de dato.


The 3rd National Meeting for Scientific Publication in the Health Sciences was held from 29th to 31st of March this year, sponsored by the National Information Center of Medical Sciences and the Medical University in Santiago de Cuba had as main topic the editing policy in biomedical journals. With the participation of directors and editors of a wide representation of the biomedical journals, and two international invited personalities, who presented enriching lectures, the workshop set the standards of the future editorial work, regarding the common objectives to be reached to guarantee their quality and visibility in new data base.

ABSTRACT

Even among highly educated health professionals, there is inconsistency in the knowledge and perception concerning both conflict of interest (COI) itself and COI disclosure. The key issue is the credibility of the manuscript, which relies heavily on transparency of COI for the reader. The tendency to disregard the importance of COI disclosure among journal editors has been recently highlighted. For all types of COI, the primary question is how it is managed. To ensure the enforcement of the declared journal COI policies, it is crucial that not only authors, but also those who are involved in the assessment of manuscripts, be educated and informed of the updated guidelines concerning COI disclosure.

ABSTRACT

Resumo A Revista Brasileira de Epidemiologia está completando 18 anos como veículo da comunidade da Saúde na difusão de conhecimentos, tanto na perspectiva teórica quanto na analise da realidade sanitária, bem como no exercício da prática em serviços de saúde. Afinada com o conjunto de disciplinas do campo da Saúde Coletiva, as suas origens e concepções atendem aos movimentos do setor sanitário e seguem as áreas de atuação propostas nos “Planos Diretores para o Desenvolvimento da Epidemiologia no Brasil”. Tem apresentado ao longo do tempo demanda crescente para publicação de artigos, fato que tem favorecido seu crescente fator de impacto. A RBE adotou como política editorial disseminar sua produção de forma bilíngue, com o objetivo de proporcionar maior visibilidade internacional e atender, igualmente, os pesquisadores e os profissionais da área. Como os demais periódicos científicos nacionais, ressente-se da ausência de política nacional de ciência e tecnologia em um apoio mais efetivo visando a garantir a sua sustentabilidade. Como perspectiva futura, espera-se alcançar maior repercussão da revista nos meios acadêmicos, junto aos profissionais dos serviços de saúde e, não menos importante, altos impactos junto à sociedade em geral.


Abstract The Revista Brasileira de Epidemiologia (RBE - Brazilian Journal of Epidemiology) is completing 18 years as a vehicle for the dissemination of knowledge in the area of health. This knowledge relates to theoretical perspectives, the analysis of the reality of existing health conditions, as well as practices within health services. Fitting within all the disciplines of the field of public health, the origins of this journal, and the concepts that it covers, reflect movements within the health sector and also shadow the areas of operation proposed in the “Master Plans for the Development of Epidemiology in Brazil”. Over time, there has been increasing demand for the publication of articles within the journal, a fact that has favored its growing impact factor. The RBE adopted an editorial policy designed to disseminate its production in a bilingual form in order to attain greater international visibility and to meet the needs of both researchers and professionals in the field. Like all Brazilian scientific journals, it has suffered from the absence of national scien-tific and technological policies designed to provide more effective assistive in ensuring its sustainability. Looking towards the future, it is hoped that the RBE will achieve even greater impact within academia, in relation to health service professionals, and, not least, that it will achieve a high impact within society at large.

ABSTRACT

This paper describes the journey that the journal Psychosocial Intervention began in 2011, with the aim of increasing its scientific quality and broadening its reach. Founded in 1992, Psychosocial Intervention began a new phase in 2011, with the advent of a new Editor-in-Chief, editorial team, and editorial policy. At that point, strategic decisions were made in the areas of editorial and review practices, language, and dissemination of the journal, which resulted in a publication of higher quality and broader reach. The description of the journey undertaken by Psychosocial Intervention is presented with the hope that this experience may be useful to scholars, scientific organizations, and institutions in the area of psychology that share similar objectives of upgrading the scientific quality of their publications, and broadening their reach. O presente artigo descreverá o percurso que a revista Psychosocial Intervention iniciou em 2011 com o objetivo de aumentar sua qualidade científica, sua visibilidade e sua internacionalização. Embora a revista Psychosocial Intervention tenha sido fundada em 1992, em 2011 a revista iniciou uma nova fase quando um novo redator-chefe foi nomeado, e uma nova equipe e política editoriais foram estabelecidas. O percurso da revista em direção a esses objetivos será descrito através da explicação de um conjunto de decisões estratégicas que foram tomadas nas áreas de práticas e critérios editoriais (qualidade científica), linguagem (manuscritos em Inglês e traduções para o Espanhol), visibilidade e disseminação da revista (sites de revistas e acesso via internet), e base de dados internacionais. A descrição do percurso realizado pela Psychosocial Intervention é feito com a esperança de que sua experiência possa ser útil para acadêmicos, organizações científicas ou instituições na área da psicologia que também compartilham os objetivos de reforçar a qualidade científica de suas publicações e aumentar sua visibilidade e internacionalização. Resumo O autor parte da discrepância entre os artigos mais lidos e as qualificações no sistema de avaliação de periódicos da CAPES (Qualis). A partir da discussão da infl uencia das publicações, descreve efeitos práticos, por vezes não desejados, do modo de operação das revistas mediante pareceristas e o sistema SEER. Aponta que se corre o risco de publicar mais do mesmo, muito do já sabido. Salienta relação imbricada entre avaliação de revistas, de pesquisadores e de programas de pós-graduação. Seu objetivo é o de contribuir para a discussão da atividade editorial na área da Educação Física, embora suas questões e críticas também sejam válidas em outras áreas. © 2014 Colégio Brasileiro de Ciências do Esporte. Abstract The author observes the discrepancies between the quantity of articles readings and their qualifications in the evaluation system of CAPES (Qualis). He presents and discusses some practical effects, sometimes unwanted, derived from publications infl uences, operating modes of journals and peers through the SEER system. The author points out the already known risk of publishing more of the same. Then he stresses the entangled relationship between journals, researchers and postgraduate programs evaluation metrics. His goal is to contribute to the discussion of editorial policies in the field of Physical Education, although the questions and criticisms that are raised are also valid in other research field. © 2014 Colégio Brasileiro de Ciências do Esporte. Resumen El autor parte de la discrepancia entre los artículos más leídos e las califi caciones en el sistema de evaluación de periódicos de la CAPES (Qualis). A partir de la discusión de las influencias de las publicaciones describe efectos prácticos, por veces no deseados, del modo de operación de las revistas mediante réferis y el sistema SEER. Apunta que se corre el riesgo de publicar más de lo mismo, mucho de lo ya sabido. Enfatiza la relación imbricada entre la evaluación de las revistas y la de los investigadores y programas de pos graduación. Su objetivo es el de contribuir para la discusión de la política editorial en el área de la Educación Física, aunque sus cuestiones y críticas también serían válidas en otras áreas.

ABSTRACT

The advent of online publishing greatly facilitates the dissemination of scientific results. This revolution might have led to the untimely death of many traditional publishing companies, since today’s scientists are perfectly capable of writing, formatting and uploading files to appropriate websites that can be consulted by colleagues and the general public alike. They also have the intellectual resources to criticize each other and organize an anonymous peer review system. The Open Access approach appears promising in this respect, but we cannot ignore that it is fraught with editorial and economic problems. A few powerful publishing companies not only managed to survive, but also rake up considerable profits. Moreover, they succeeded in becoming influential ‘trendsetters’ since they decide which papers deserve to be published. To make money, one must set novel trends, like Christian Dior or Levi’s in fashion, and open new markets, for example in Asia. In doing so, the publishers tend to supplant both national and transnational funding agencies in defining science policy. In many cases, these agencies tend simply to adopt the commercial criteria defined by the journals, forever eager to improve their impact factors. It is not obvious that the publishers of scientific journals, the editorial boards that they appoint, or the people who sift through the vast numbers of papers submitted to a handful of ‘top’ journals are endowed with sufficient insight to set the trends of future science. It seems even less obvious that funding agencies should blindly follow the fashion trends set by the publishers. The perverse relationships between private publishers and public funding agencies may have a toxic effect on science policy.
